2008 State Legislature Summary

Governor Richardson signed SB 471, the Severance Tax Bond Projects bill,
and used his line-item veto on some projects within the bill. There were
94 individual items funding library capital projects around the state, of
which six were vetoed. The vetoes, and then the funded projects, are
listed below.
The Governor also signed SB 352, the Capital Outlay Projects
Reauthorization bill, without any projects being line-item vetoed. This
bill had eight library projects, listed at the bottom of this bulletin.
The Governor vetoed the following projects in SB 471:
Section 37. CULTURAL AFFAIRS DEPARTMENT PROJECTS--GENERAL FUND.-
VETO 110. twenty-five thousand dollars ($25,000) to purchase
furniture for the school and library and to purchase and install
information technology, including related equipment, furniture
and infrastructure, in the library at Governor Bent elementary
school in the Albuquerque public school district in Bernalillo
county;
VETO 237. fifty thousand dollars ($50,000) to purchase, equip and
install furniture, including library furniture and shelving, at
Reginald Chavez elementary school in the Albuquerque public
school district in Bernalillo county;
Section 59. LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE AND
ADMINISTRATION PROJECTS--GENERAL FUND.--
VETO 49. five thousand dollars ($5,000) to renovate the Ernie Pyle
library in Albuquerque in Bernalillo county;
VETO 61. forty thousand dollars ($40,000) to plan, design, construct,
install and improve the Juan Tabo library in Albuquerque in
Bernalillo county;
VETO 108. fifty thousand dollars ($50,000) to plan and design a

BALANCES; CLARIFYING CONDITIONS FOR THE ISSUANCE OF BONDS; ESTABLISHING

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 11. PUBLIC EDUCATION DEPARTMENT PROJECTS--SEVERANCE TAX
BONDS.--Pursuant to the provisions of Section 1 of this act, upon
certification by the public education department that the need exists
for the issuance of the bonds, the following amounts are appropriated
to the public education department for the following purposes:
2. three hundred seventy-five thousand dollars ($375,000) to
make capital improvements to the buildings, fields, parking
areas, restrooms and cafeterias and purchase library furniture
and an audio-visual projection system for the Eldorado cluster
elementary schools and Hoover middle school in the Albuquerque
public school district in Bernalillo county;
3. two hundred twenty thousand dollars ($220,000) to plan,
design, construct and purchase repairs and improvements to the
lecture hall, including furnishings, equipment, audio-visual
equipment, roof, ceiling and flooring, at the media center at
Eldorado high school in the Albuquerque public school district
in Bernalillo county;
Section 19. INDIAN AFFAIRS DEPARTMENT PROJECTS--SEVERANCE
TAX BONDS.--Pursuant to the provisions of Section 1 of this
act, upon certification by the Indian affairs department
that the need exists for the issuance of the bonds, the
following amounts are appropriated to the Indian affairs
department for the following purposes:
14. five million dollars ($5,000,000) to plan, design and
construct a library, including improvements to comply with the
Americans with Disabilities Act of 1990, at Dine college in
Shiprock in San Juan county;
Section 21. LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE
AND ADMINISTRATION PROJECTS--SEVERANCE TAX BONDS.--Pursuant to the
provisions of Section 1 of this act, upon certification by the local
government division of the department of finance and administration
that the need exists for the issuance of the bonds, the following
amounts are appropriated to the local government division of the
department of finance and administration for the following purposes:
44. one hundred thirty thousand dollars ($130,000) to plan,
design, construct, expand and renovate the public library,
including demolition, in Bayard in Grant county;
55. three hundred thousand dollars ($300,000) to purchase and
install improvements, including books, media, information
technology and related equipment, furniture and infrastructure,
for the library in Columbus in Luna county;
93. two hundred sixty thousand dollars ($260,000) to plan,
design, construct, renovate, equip and furnish improvements to
the library in Bosque Farms in Valencia county;

FUND.--The following amounts are appropriated from the general
fund to the cultural affairs department for expenditure in
fiscal years 2008 through 2012, unless otherwise provided in
Section 2 of this act, for the following purposes:
7. ten thousand dollars ($10,000) to acquire library books,
equipment and library resources for the Pueblo of Isleta library
in Bernalillo county;
8. forty-five thousand dollars ($45,000) for interior and
exterior improvements, including shelving, doors, security
cameras, landscaping and signage, at the Carruthers building at
the state library in Santa Fe county;
Section 44. PUBLIC EDUCATION DEPARTMENT PROJECTS--GENERAL FUND.The
following amounts are appropriated from the general fund to the
public education department for expenditure in fiscal years 2008
through 2012, unless otherwise provided in Section 2 of this act, for
the following purposes:
27. ten thousand dollars ($10,000) to purchase non-textbook
books for the library at Arroyo del Oso elementary school in the
Albuquerque public school district in Bernalillo county;

Section 55. INDIAN AFFAIRS DEPARTMENT PROJECTS--GENERAL FUND.The

Indian affairs department for expenditure in fiscal years 2008
through 2012, unless otherwise provided in Section 2 of this act, for
the following purposes:
55. ninety-five thousand dollars ($95,000) to plan, design,
construct, equip and furnish a library conference room for the
Jicarilla Apache Nation in Rio Arriba county;
Section 59. LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE
AND ADMINISTRATION PROJECTS--GENERAL FUND.--The following amounts are
appropriated from the general fund to the local government division
of the department of finance and administration for expenditure in
fiscal years 2008 through 2012, unless otherwise provided in Section
2 of this act, for the following purposes:
16. ten thousand dollars ($10,000) to construct, purchase and
install interior and exterior improvements to the South Valley
library in Bernalillo county;
20. fifty-five thousand dollars ($55,000) to plan, design,
construct, purchase, equip, furnish and install improvements to
the library in the Alamosa multipurpose center in Albuquerque in
Bernalillo county;
48. twenty thousand dollars ($20,000) to plan, design and
construct a mezzanine in the Erna Fergusson library in
Albuquerque in Bernalillo county;
66. seventy thousand dollars ($70,000) to renovate the
Lomas-Tramway branch library in Albuquerque in Bernalillo
county;
68. twenty-five thousand dollars ($25,000) to replace the roof
of the main branch of the Albuquerque public library in
Bernalillo county;
94. sixty thousand dollars ($60,000) to refurbish and repair the
south Broadway library, including waterproofing exterior masonry
walls and the purchase and installation of furniture, equipment
and lighting upgrades, in Albuquerque in Bernalillo county;
95. twenty thousand dollars ($20,000) to restucco the exterior
of the special collections library in Albuquerque in Bernalillo
county;
97. ninety-five thousand dollars ($95,000) to plan, design and
construct renovations to the heating, ventilation and air
conditioning system and the children's restrooms, including
improvements that comply with the provisions of the Americans
with Disabilities Act of 1990, at Taylor Ranch library in
Albuquerque in Bernalillo county;
128. twenty-five thousand dollars ($25,000) to purchase and
install lighting, furniture and signage improvements at the East

Here are the projects reauthorized or changed in SB 352
AN ACT RELATING TO EXPENDITURE OF PUBLIC MONEY; REAUTHORIZING OR
REAPPROPRIATING BALANCES, EXPANDING OR CHANGING PURPOSES, EXTENDING
EXPENDITURE PERIODS, CHANGING AGENCIES AND ESTABLISHING CONDITIONS FOR THE
REVERSION OF UNEXPENDED BALANCES OF APPROPRIATIONS MADE BY THE LEGISLATURE
IN PRIOR YEARS; DECLARING AN EMERGENCY.
Section 36. NORTH VALLEY LITTLE LEAGUE LAND AND FACILITIES--CHANGE TO LOS
GRIEGOS LIBRARY IMPROVEMENTS--SEVERANCE TAX BONDS.--One hundred thousand
dollars ($100,000) of the unexpended balance of the appropriation to the
local government division in Subsection 68 of Section 18 of Chapter 111 of
Laws 2006 for land and facilities for the North Valley little league shall
not be expended for the original purpose but is changed to plan, design,
construct, purchase and install improvements, including lighting,
furnishings and equipment, at Los Griegos library in Albuquerque in
Bernalillo county.
Section 80. WYOMING LIBRARY EQUIP AND FURNISH--EXTEND TIME--GENERAL
FUND.--The time of expenditure for the local government division project
in Subsection 28 of Section 52 of Chapter 111 of Laws 2006 for equipping
and furnishing the Wyoming library in Albuquerque in Bernalillo county is
extended through fiscal year 2010.
Section 98. EDWARD GONZALES ELEMENTARY SCHOOL EDUCATIONAL
TECHNOLOGY--EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure for
the public education department project in Subsection 44 of Section 8 of
Chapter 111 of Laws 2006 for purchasing and installing educational
technology and library books for Edward Gonzalez elementary school in the
Albuquerque public school district is extended through fiscal year 2010.
Section 99. ELDORADO CLUSTER LIBRARIES IMPROVE--CHANGE TO PURCHASING
BOOKS--GENERAL FUND.--The unexpended balance of the appropriation to the
public education department in Subsection 80 of Section 55 of Chapter 42
of Laws 2007 for library improvements in the Eldorado cluster in the
Albuquerque public school district in Bernalillo county shall not be
expended for the original purpose but is changed to purchase books for
those libraries.
Section 122. SUSIE R. MARMON ELEMENTARY SCHOOL LIBRARY EQUIP--EXTEND
TIME--GENERAL FUND.--The time of expenditure for the public education
department project in Subsection 46 of Section 39 of Chapter 111 of Laws
2006 for equipping the library at Susie R. Marmon elementary school in the
Albuquerque public school district in Bernalillo county is extended
through fiscal year 2010.
Section 160. NEW MEXICO STATE UNIVERSITY GRANTS BRANCH AND COMMUNITY
LIBRARY--CHANGE TO GRANTS PUBLIC LIBRARY CONSTRUCT--CHANGE
AGENCY--SEVERANCE TAX BONDS.--The unexpended balance of the appropriation
to the board of regents of New Mexico state university in Paragraph (2) of
Subsection E of Section 24 of Chapter 111 of Laws 2006 for renovating the
library at the Grants branch campus of New Mexico state university in
Cibola county shall not be expended for the original purpose but is
appropriated to the local government division to plan, design, construct
and equip renovations to a public library in Grants.
Section 222. GILA LIBRARY IMPROVEMENTS--CHANGE TO CONSTRUCTION--GENERAL
FUND.--The unexpended balance of the appropriation to the local
government division in Subsection 395 of Section 68 of Chapter 42 of Laws
2007 for improvements to the Gila library in Grant county shall not be
expended for the original purpose but is changed to plan, design,
construct and equip a new library building in Gila in that county.
Section 320. EIGHT NORTHERN INDIAN PUEBLOS COUNCIL CENTER--CHANGE TO OHKAY
OWINGEH COMMUNITY LIBRARY RENOVATE--EXTEND TIME--GENERAL FUND.--The
unexpended balance of the appropriation to the Indian affairs department
in Subsection 7 of Section 11 of Chapter 385 of Laws 2003 for constructing
a visitors' and administration center for the eight northern Indian
pueblos council in Ohkay Owingeh in Rio Arriba county shall not be
expended for the original purpose but is changed to construct and equip
renovations to the community library in Ohkay Owingeh. The time of
expenditure is extended through fiscal year 2010.

The Governor has not yet acted upon SB 333 (2008 Capital Projects G.O.
Bond Act) or on SB 471 (Severance Tax Bond Projects). He has until March
5th to sign, veto or line-item veto these bills.
But wait, there's more.
I belatedly noticed the following bill in the Capital Outlay list, which
is also awaiting the Governor's signature or line-item veto. These are
reauthorizations, extensions and transfers of money on projects approved
in previous Legislative sessions. Eight of these projects affect
libraries.

dollars ($100,000) of the unexpended balance of the appropriation to the
local government division in Subsection 68 of Section 18 of Chapter 111 of
Laws 2006 for land and facilities for the North Valley little league shall
not be expended for the original purpose but is changed to plan, design,
construct, purchase and install improvements, including lighting,
furnishings and equipment, at Los Griegos library in Albuquerque in
Bernalillo county.
Section 80. WYOMING LIBRARY EQUIP AND FURNISH--EXTEND TIME--GENERAL
FUND.--The time of expenditure for the local government division project
in Subsection 28 of Section 52 of Chapter 111 of Laws 2006 for equipping
and furnishing the Wyoming library in Albuquerque in Bernalillo county is
extended through fiscal year 2010.
Section 98. EDWARD GONZALES ELEMENTARY SCHOOL EDUCATIONAL
TECHNOLOGY--EXTEND TIME--SEVERANCE TAX BONDS.--The time of expenditure for
the public education department project in Subsection 44 of Section 8 of
Chapter 111 of Laws 2006 for purchasing and installing educational
technology and library books for Edward Gonzalez elementary school in the
Albuquerque public school district is extended through fiscal year 2010.
Section 99. ELDORADO CLUSTER LIBRARIES IMPROVE--CHANGE TO PURCHASING
BOOKS--GENERAL FUND.--The unexpended balance of the appropriation to the
public education department in Subsection 80 of Section 55 of Chapter 42
of Laws 2007 for library improvements in the Eldorado cluster in the
Albuquerque public school district in Bernalillo county shall not be
expended for the original purpose but is changed to purchase books for
those libraries.
Section 122. SUSIE R. MARMON ELEMENTARY SCHOOL LIBRARY EQUIP--EXTEND
TIME--GENERAL FUND.--The time of expenditure for the public education
department project in Subsection 46 of Section 39 of Chapter 111 of Laws
2006 for equipping the library at Susie R. Marmon elementary school in the
Albuquerque public school district in Bernalillo county is extended
through fiscal year 2010.
Section 160. NEW MEXICO STATE UNIVERSITY GRANTS BRANCH AND COMMUNITY
LIBRARY--CHANGE TO GRANTS PUBLIC LIBRARY CONSTRUCT--CHANGE
AGENCY--SEVERANCE TAX BONDS.--The unexpended balance of the appropriation
to the board of regents of New Mexico state university in Paragraph (2) of
Subsection E of Section 24 of Chapter 111 of Laws 2006 for renovating the
library at the Grants branch campus of New Mexico state university in
Cibola county shall not be expended for the original purpose but is
appropriated to the local government division to plan, design, construct
and equip renovations to a public library in Grants.
Section 222. GILA LIBRARY IMPROVEMENTS--CHANGE TO CONSTRUCTION--GENERAL
FUND.--The unexpended balance of the appropriation to the local
government division in Subsection 395 of Section 68 of Chapter 42 of Laws
2007 for improvements to the Gila library in Grant county shall not be
expended for the original purpose but is changed to plan, design,
construct and equip a new library building in Gila in that county.
Section 320. EIGHT NORTHERN INDIAN PUEBLOS COUNCIL CENTER--CHANGE TO OHKAY
OWINGEH COMMUNITY LIBRARY RENOVATE--EXTEND TIME--GENERAL FUND.--The
unexpended balance of the appropriation to the Indian affairs department
in Subsection 7 of Section 11 of Chapter 385 of Laws 2003 for constructing
a visitors' and administration center for the eight northern Indian
pueblos council in Ohkay Owingeh in Rio Arriba county shall not be
expended for the original purpose but is changed to construct and equip
renovations to the community library in Ohkay Owingeh. The time of
expenditure is extended through fiscal year 2010.

New Mexico librarians are probably wondering about the status of the 2008
General Obligation Bond Issue. When I last reported in LB #13, it had been
given a "do pass" recommendation by the House Appropriations and Finance
Committee. It subsequently passed the full House on a 60-0 vote. The
Albuquerque Journal reported on February 14th that the Governor had signed
it. However, it did not appear on the Legislature's website as a bill
that had been signed. The following communication from State Librarian
Susan Oberlander provides the current status of the bill, still awaiting
the Governor's signature:

We reported on the last day of the session that the Governor had signed
Senate Bill 333, the package of General Obligation Bonds that will go to
voters in November for approval.
Well, the Governor had the bill on his desk, ready to sign until we
found out that Lt. Governor Diane Denish forgot to sign the official
version as it left the Senate. The Lt. Governor is the presiding officer
in the Senate, and must sign all bills that go to the Governor for his
action.
In any case, the Senate Chief Clerk asked the Governors Office to return
the bill for the Lt. Governors signature. We did so, and the delay
changed the deadline for the bill. Governor Richardson now has until March
5 to take action on the funding bill, which pays for senior centers,
libraries and higher education projects if voters approve.

If the Governor signs SB 333 before March 5th, it will be reported in a
legislative bulletin. The only other library legislation awaiting the
Governor's action is SB 471, the Severance Tax Bond Projects bill. SB 471
funds almost a hundred library capital outlay request among the more than
2,000 projects in the bill. The Governor is now reviewing the projects,
and will likely use his line-item veto on some of them. A legislative
bulletin will be issued as soon as the text of the signed bill becomes
available, detailing which projects were funded and which were vetoed.

With less than an hour to go, there has been much activity on bills
affecting libraries in the 2008 Legislature. Disagreements between the
Governor and the Legislature have been much in news. The governor vetoed
the entire capital outlay bill.

This bill is on the House Calendar for action today. By passing this bill,
the Governor would have twenty days to act on it, with line item vetoes
possible for any project. As noted before, the "3rd million" in School
Library Materials Act funding and almost a hundred local library projects

There are three library items in what is called "House Bill 2 Junior", a
supplement to the General Appropriations Act. Senator Martinez was
successful in including operational funding for six Rio Arriba County
libraries. Note that the Governor line-item vetoed the words "grants in
aid", [shown in brackets]. The funding for the Rural Library Development
Act would seem to be nominal, and just to open the account.

A MEMORIAL REQUESTING A COMPREHENSIVE ASSESSMENT OF TRIBAL PUBLIC
LIBRARIES THROUGHOUT THE STATE.
WHEREAS, tribal public libraries were created and organized in the
1970s to meet the growing educational needs of tribal communities;
and
WHEREAS, tribal public libraries are unique community centers that
connect students, scholars and community members to the world of
information by providing and teaching access to resources that are
relevant to tribal communities; and
WHEREAS, tribal public libraries serve all ages in their respective
communities and are located in the epicenter of tribal communities,
serving not only as informational resource centers but also as
cultural information centers that play a vital role in language and
cultural preservation; and
WHEREAS, today, tribal public libraries exist in older buildings that
were not designed for library use, nor do they have the capacity to
deliver up-to-date technologies and services such as reliable
high-speed connectivity for ease of use and security; and
WHEREAS, tribal public libraries positively impact the quality of
life of tribal members by providing free services such as distance
education, general equivalency diploma classes, workshops, training,
after-school activities and library programs to tribal communities
that are located in rural, impoverished areas of New Mexico; and
WHEREAS, tribal public libraries must compete for tribal revenues
often earmarked for infrastructure such as roads, sewer and water
lines, irrigation systems, emergency response systems, adequate
medical facilities and communications systems that are lacking in
tribal communities; and
WHEREAS, tribal public libraries are filled to capacity but have
limited staff to serve tribal communities with basic services,
including access to evening and weekend hours as demanded by patrons;
and
WHEREAS, tribal public libraries lack the space to create computer
laboratories, greatly limiting the provision of information literacy
and technology training that would enhance library services;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
STATE OF NEW MEXICO that the library division of the cultural affairs
department and the Indian affairs department be requested to
undertake a joint comprehensive assessment of tribal libraries
throughout the state to determine financial resources and needs for
the operation of those libraries; and
BE IT FURTHER RESOLVED that the library division of the cultural
affairs department and the Indian affairs department be requested to
present their findings and recommendations regarding the operational
financial needs of tribal libraries to the appropriate interim
legislative committees no later than October 1, 2008; and
BE IT FURTHER RESOLVED that copies of this memorial be transmitted to
the secretary of cultural affairs and the secretary of Indian
affairs.

On Saturday, the House unanimously passed Senate Floor Substitute for
Senate Bill 471, the Severance Tax Bond Projects bill. Among the several
thousand local capital outlay projects funded by this bill are
ninety-eight library projects, which are listed below. As this bill has
passed both houses more than three days before the end of the session next
Thursday, Governor Richardson must sign or veto the bill (or line-item
veto individual projects) within three days of receiving the bill. This
would give the legislature time to override his veto. The General
Obligation Bond Issue, SB 333, was also passed unanimously by the House
and is now in the three day period in which the Governor must sign or veto
it.

otherwise provided in Section 2 of this act, for the following

library at the Gallup branch of the university of New Mexico in

The House Taxation and Revenue Committee voted a unamimous "do-pass"
recommendation to Senate Finance Committee Substitute for Senate Bill 333,
the General Obligation Bond Issue. This will go to the full House for
passage, possibly on Monday. Library funding is the second of four
questions to be submitted to voters on the November ballot, if the bill is
passed and signed by the Governor. The bill provides $3 million each for
public, public school and academic libraries, and adds $2 million for
tribal libraries.
There is now a bill showing which capital outlay requests are recommended
for funding. This is Senate Floor Substitute for Senate Bill 471. This
bill passed the Senate on Friday by a 36-0 margin, and now goes to the
House.
There are many library projects funded, and the next Bulletin will list them.
Among the items funded in SB 471 is the third million dollars for the
School Library Materials Fund. The base amount of $2 million is already
in House Bill 2, the General Appropriations Act, which has passed both
houses and now awaits the Governor's signature.

The following is an edited version of a report sent by David Giltrow,
Co-Chair of the Bonds for Libraries 2008 PAC
The House Voters and Elections Committee met Thursday morning.
Sen. Cisneros presented in very brief summary of SB 333/s, the 2008
General Obligation Bond Bill, before chairman Jose Campos and three other
committee members. The committee gave it a "do pass". However, just before
the vote, the chair asked for comments from the audience and some five
college/univ. people and a higher ed. dept. staffer gave their approval.
I took the opportunity to note that the House version contained $30
million for libraries and this version had reduced the amount to $11
million. Interesting, Rep. McCoy asked where the $2 million for
school libraries had gone--part of the $9 million for the PED. Sen.
Cisneros indicated that these amounts were now contained in capital
outlay bills. One other committe member asked why library books
were included in a capital bill. Sen. Cisneros provided an
explanation. This bill now moves on to the House Taxation & Revenue
Committee which is the last one before the House floor vote. At this
point, I think the $11 million is locked in stone as Sen. Cisneros
indicated in his summary that Senate, House and Executive leadership has
agreed on these numbers.

In the six days since Legislative Bulletin # 10, there has been no new
activity being reported on library bills of major interest. The
Legislature's website has not been listing the ongoing hearings in the
Capital Outlay Subcommittees on capital outlay requests. Reports from the
press, from legislator's newsletters and from our legislative advocate
indicate that most of our initiatives will not be funded. Key legislators
are noting declining rates of growth in tax revenues and concerns about a
national recession as reasons for not funding new initiatives. The General
Appropriations Act (HB 2) has already passed the House, and the Senate has
passed an amended version. The School Library Materials Fund was funded at
a $2 million level, and the expected additional funding is not apparent in
capital outlay request proposals except for the bond issue "mirror"
requests by Senator Papen and Representative Sandoval.
Even with "do pass" recommendations from the first committees hearing
these bills, none of our watched bills have been heard or scheduled in the
Senate Finance Committee or in the House Appropriations & Finance
Committee.
These are SB 215, increased state grants in aid; SB 222, operating funds
for rural Rio Arriba County libraries; SB 223, operating funds for rural
libraries statewide; SB 276 and SB 358, UNM Indigenous Nations Library; SB
379, Correctional Facilities Library Materials; HB 462, UNM Chicano/
Hispano/Latino Library Program; HB 499, Rural Public Libraries; HB 500,
Rural Library Development Fund. Larry Horan, our NMLA Legislative
Advocate, indicates that if these programs are not already in HB 2, they
will not be considered. The Appropriations & Finance Committee did hear HB
498, Library & Economic Development Conference; and they tabled it.
It is still likely that the statewide general obligation bond bill will
have a library section. The amount and division of the funding by library
segment is still to be determined, and the amounts contained in Senate
Finance Committee Substitute for Senate Bill 333 are not set in stone.
This bill is apparently still awaiting a hearing in the House
Appropriations & Finance Committee. If the HAFC makes revisions, then the
final bill will be written by a House/Senate conference committee.

The Senate version of the G.O. Bond bill, SB 333, passed the Senate on
Tuesday by a 31-0 vote, with libraries getting $11 million. This includes
a new section, providing $2 millon for tribal libraries. School, public
and academic libraries get $3 million each, just as in 2006. The bill is
presently in the House Voters and Elections Committee. Once it clears that
committee, it will receive a final review by the House Taxation and
Revenue Committee, which could amend the amounts allocated.
Now is the time to contact members of the House Appropriations & Finance
Committee.
